Eng. Aaron Mwiddu Kabirizi

Eng. Aaron Mwiddu Kabirizi is a seasoned civil engineer with extensive expertise in water and environmental management. He holds a Bachelor of Science in Civil Engineering from Makerere University (1984) and a Master’s degree in Water and Waste Engineering from Loughborough University of Technology, UK (1990). With a career spanning over three decades, he retired in April 2019 as the Director of the Directorate of Water Development (DWD) within Uganda’s Ministry of Water and Environment, a position he held since October 2013.

During his tenure, Eng. Kabirizi was instrumental in advancing water supply coverage and enhancing sanitation services across the country. His commitment to sector coordination emphasized the integration of environmental considerations and climate resilience in developing sustainable water supply facilities. He served as the Commissioner in charge of the Rural Water and Sanitation Department, advocating for a service-oriented approach to governance that prioritized community needs alongside infrastructure development.

Eng. Kabirizi’s leadership was pivotal in introducing innovative strategies within the water sector, including the deployment of private drilling contractors and the Community-Based Maintenance System for rural water supplies. His initiatives also included the adoption of solar-powered irrigation schemes, addressing both environmental challenges and operational efficiency.

In retirement, Eng. Kabirizi has engaged in various small-scale business ventures and community development initiatives. He serves as the Director of NEN Technical Services, focusing on metal fabrication and artisan training, and is actively involved in organizations that promote human rights for marginalized groups and improve educational outcomes in the Busoga sub-region. A member of several agricultural associations, he supports sustainable farming practices and community access to essential services.
