Ethiopia’s health system recognizes accountability as a key function in leadership, governance, and multi-sectoral collaboration. The Ministry of Health’s Community Scorecard (CSC) is a community-led governance tool and action-oriented feedback process which brings primary health care facilities, local government and the community together to promote accountability & responsiveness to citizen and community health needs. Its overall aim is improving quality and equity of essential health care such as family planning at the community level.
Amref Health Africa in Ethiopia planned to design and implement Women’s Voice and Local Ownership (WVLO) project through an optimized CSC approach to support demand for, and responsiveness of family planning services in three regions of Ethiopia.
The project aims to generate evidence on how to optimize and scale CSC impact.
Project Design
Our approach entails collating evidence on how to optimize the current Ministry of Health’s CSC approach for magnitude, sustainability and contributing to a variety of outcomes including family planning services and equity resulting in positive health outcomes in Ethiopia. We will use gender transformative and social inclusion approaches in our programming, throughout all project phases
Project Outcomes
- Scaling of WVLO impacts governed and coordinated through equitable stakeholder participation
- User-centered evidence and learnings generated on scaling WVLO impacts
- WVLO impacts (voice, influence, health system responsiveness) increased in project areas
